Abstract
It is the matter of great responsibility to be the head of a state because the ruler is responsible for his deeds and actions before Almighty Allah. It is the prime responsibility of the ruler to take proper care of the citizens of his state, he should restraint himself from such activities which may hinder his way to fulfill his duties as a ruler, otherwise he will have to face shame and disgrace, his authority will also be marred and there will be a great fuss between the ruler and the masses. According to the Islamic injunctions only a capable person should be selected as a ruler, because his role is very important in the development and prosperity of the state, his statesmanship qualities of courage, tolerance and power of decision help him to guide his administration and nation out of any crises and difficult situations, The era of Omar's rule keeps a prominent position in Islamic history, the Islamic Empire has expanded in his rule, in order to manage the empire and overcome the difficulties was a great responsibility upon him. When the Islamic State was victimized by drought, facing the difficult situation and removing the people from this difficult situation, the era of Omer (R.A) is very prominent and exemplary for facing the difficulties during the conditions of drought successfully. The role of Omer (R.A) in difficult situation has briefly discussed in this article.
